Downing Street, February 5, 1909. I AM directed by the Earl of Crewe to acknowledge the receipt of your letter of the 27th ultimo with regard to the future working of the telegraph line from the Chinese border across the leased territory to Kowloon, and to state that his Lordship proposes to defer any expression of opinion on the subject until he has received the observations of the Governor of Hong Kong upon Sir J. Jordan's despatch.
